A SAP is the Government's Standard Assessment Procedure for energy assessments for residential properties. It is used to demonstrate compliance for dwellings with Part L of the Building Regulations 2000 in England and Wales.

Since April 2006, SAP ratings are now required for every new dwelling or building conversion and extension in the UK. All new dwellings at the planning stage will have to demonstrate that an acceptable carbon dioxide emission rate will be achieved.
